Indictment Roundup: April 2023

April’s Hillsborough County Superior Court – North Indictments include indictments for the January shooting that killed Timothy Pouliot, the November shooting outside CVS, the January incident where a man spit on and threatened a McDonald's employee with an ax, the December shooting outside Yee Dynasty, the January incident where a boy was found locked in a sunroom surrounded by feces, and the January incident where a woman was assaulted and her 5-month-old child was taken.


134 indictments were handed down for 67 individuals, with 23% drug-related and 12% for child sexual abuse images.


Out of the drug charges, over 90% was for Fentanyl, Crack/Crack Cocaine, or Methamphetamine.

Violent Crimes:

  • John Delee of Salem

  • Carlos Marsach of Manchester

    • Indictment: Riot

    • Allegedly exchanged gunfire with a group of five individuals, an incident that resulted in a person being shot

    • This is related to November shooting outside CVS.

  • Eric Mayville of Webster

  • Ramon Ramos of Lawrence, MA

  • Adrian Allen of Manchester

    • Indictment: First Degree Assault

    • Allegedly struck another in the head with a knife

    • This is related to the February stabbing outside the Waypoint young adult shelter.

  • Danielle L Cobleigh of Manchester

    • Indictments: Criminal Threatening, Reckless Conduct

    • Allegedly pointed a firearm at people trying to help her, cocked it, and said “Get away.”

  • Lamon Foster of Manchester

    • Indictment: Riot

    • Allegedly caused injury to someone after acting in tumultuous or violent conduct with two or more people

  • Matthew Garcia of Manchester

    • Indictments: Second Degree Assault, PRCFF

    • Allegedly swung a knife at someone and struck their left arm

  • Michael Kostrzeba of Manchester

    • Indictment: Riot

    • Allegedly caused injury to someone after acting in tumultuous or violent conduct with two or more people

  • Joshua Lamb of Manchester

    • Indictment: Riot

    • Allegedly caused injury to someone after acting in tumultuous or violent conduct with two or more people

  • Luis Rodriguez of Lawrence, MA

    • Indictments: Reckless Conduct, Falsifying Physical Evidence (2)

    • Allegedly shot a gun in the direction of an occupied motor vehicle and then drove away and hid the gun

  • Le-Khan Ward of Manchester

    • Indictments: Second Degree Assault, PRCFF

    • Allegedly partially sliced someone’s ear off.

Crimes Against Minors:

  • Candace Krauklin of Manchester

    • Indictments: Criminal Restraint, Reckless Conduct, Tampering with Witnesses and Informants

    • Allegedly locked a child in a sunroom that contained animal and human feces and urine and then attempted to induce children to “stick to the story” during Child Advocacy Center interviews

    • This is related to the January incident where a Department of Public Works employee heard a young boy yelling out of a window saying he could not get out.

  • Steven Legault of Manchester

    • Indictments: Criminal Restraint, Reckless Conduct

    • Allegedly locked a child who was a family member in a sunroom that contained animal and human feces and urine.

    • This is related to the January incident where a Department of Public Works employee heard a young boy yelling out of a window saying he could not get out.

  • Kevin Voisine of Manchester

    • Indictment: Endangering Welfare

    • Allegedly grabbed an infant under his care by the arm to carry them to a motor vehicle

    • This is related to the January incident where a woman was assaulted and her 5-month-old child was taken.

  • Travis Allard of Manchester

    • Indictments: Possession Of Child Sexual Abuse Images (10), Manufacturing Methamphetamine

    • Allegedly possessed multiple images of children engaging in sexually explicit conduct, including toddlers, prepubescent children, and teenagers in sexual positions with adults and alone.

  • Jose Colon Rodriquez

    • Indictments: AFSA (6)

    • Allegedly sexually assaulted a child under the age of 13 after throwing them on the bed and/or covering their mouth

  • Peter Hakeen of Manchester

    • Indictments: Indecent Exposure and Lewdness, Endangering Welfare of Child or Incompetent

    • Allegedly sent an image exposing genitals to a child under 16 and solicited sexual activity

  • Brian Taylor of Manchester

    • Indictments: Possession of Child Sexual Abuse Images (6)

    • Allegedly possessed multiple images of child sexual abuse including those of a female under the age of 7 and females under the age of 14, while having previously been convicted of a similar offense


Theft and Fraud:

  • Tylor Angers of Manchester

    • Indictments: Theft by Unauthorized Taking (2)

    • Allegedly filled a suitcase with frozen food from a common freezer and stole $0.75 from a car’s center console after previously being twice convicted of theft

  • Shawn Cadieux of Manchester

    • Indictments: Theft by Unauthorized Taking, Robbery

    • Allegedly forced someone out of a cargo van and stole it

  • Styfus Green of Manchester

    • Indictment: Theft by Unauthorized Taking

    • Allegedly stole $1,500+ worth of golf clubs from Dick’s Sporting Goods


Driving Incidents:

  • Paul Greiser of Manchester

    • Indictment: Conduct After Accident

    • Allegedly was involved in an accident that caused injury and left the scene of the accident

  • Kemar Hunter of Bennington

    • Indictment: Aggravated Driving While Intoxicated

    • Allegedly drove under the influence of liquor and controlled drugs, crashing and breaking his neck bone

  • Robert W Rix of Raymond

    • Indictment: Reckless Conduct

    • Allegedly attempted to drive away as an office was removing him from the vehicle

  • Levi Stanley of Manchester

    • Indictments: Falsifying Physical Evidence, Reckless Conduct

    • Allegedly attempted to drive away as an officer’s hand was on his car doo

Misc:

  • Ashley Jones of Manchester

    • Indictment: Burglary

    • Allegedly broke into City Hall Plaza with the purpose to commit Criminal Mischief

  • Kevin McNemar of Lebanon

    • Indictment: Burglary

    • Allegedly used a brick to break the emergency exit door to break into Murphy’s Tap Room

  • Tyler Reno of Manchester

    • Indictment: Cruelty to Animals

    • Allegedly repeatedly struck a dog named Jasmine causing extensive blunt-force trauma

All the indictments are dependent on evidence brought before the Grand Jury and the accused are innocent until proven guilty.
