Fugitive of the Week: Elwin Albert Moses

The NH Department of Corrections is attempting to locate and arrest parole fugitive Elwin Albert Moses. Moses is wanted for parole violations stemming from underlying convictions for Aggravated Felonious Sexual Assault where he was sentenced to a 20–40 year term of incarceration.

NH Department of Corrections issued a parole warrant on 08/21/2023 due to absconding from supervision. Moses is also being investigated by Derry Police for Failure to Register as a sex offender.

Moses was last residing in Derry, NH. Moses may be at a homeless encampment in either Concord or Manchester, or possibly in the Lakes Region area. Moses has a criminal history since 1979 with prior convictions for Being a Habitual Offender (2), Simple Assault (3), DWI, Disobeying an Officer, AFSA, Indecent Exposure and Lewdness, and a prior escape.
